  16. Puerto Rico; in San Juan. She was scorned as a cross between
  17. Boss Tweed and Marie Antoinette by her enemies, yet affectionately
  18. dubbed Dona Fela by her supporters. But the pioneering alcaldesa's
  19. emphasis on public works--housing, hospitals, schools, sanitation--and her Wednesday open-house public forums at city hall helped
  20. keep her in office from 1946 to 1969.
